There are more and more large-scale infrastructure projects with the development of society and the development of urbanization, at the same time, there is much more high technology content included. And professional construction companies are participating in these projects in greater involvement. Project construction and people’s lives become increasingly close, so the social participation, concern and the social influence of project is increasing greatly.Construction project itself is a process of integration of social resources. In order to achieve the project objectives, related members deploy and manage the resources and let them have rational allocation, this process is named project management. The Construction company is the joint organizer of all the related members who participate in the project, and it is also the project leader of resource integration, and lead all the members realize the value.The factors which effect duration management of the project is complex and variable. The rationality of Project planning is concerned by lots of people, at the same time, Cross-organizational management has big impact of achieving project schedule, especially in large-scale projects. Good management of cross-organizational team is the key factor to achieve the project objectivities, and it is also the base to achieve win-win for project participants.Based on the management of first phase of Han Yu Valley project implementation stage, this paper got a conclusion after sorting and analyzing the duration of the project management controlling process in the perspective of Owner’s representative: Cross-organizational management has a significant impact on the project schedule controlling.The project has a tight schedule, more participation units, government departments involved in the management, the construction environment is complex, scientific and technological content of the higher number of features in the decision project management, organization and coordination of the difficulty is big. Therefore Cross-organization effective management is the key factor that determines the realization of the project target.After the statistics and Analysis on project schedule control problems, and on this project and general project schedule control problem of synthesis and analysis,this paper proposed one solution and apply it in the project implementation process. we named this solution as "The Combination of One Management and Two Controlling Process":that means combining Cross-organizational Team Management with the Controlling of planning and the Controlling of Plan’s Implementation. And then, the paper discusses the effect of the project after taking the control measures of Cross-organization project duration, and further discusses the effect of the implementation of the project.The results of this study will be able to give similar large-scale project implementation stage of cross period of control and management provide reference in project implementation phases of the project control and management to the cross organizational team of active management, active management and dynamic management, to strengthen the project plan and plan the implementation phase of the cross organizational team management to promote the time limit for a project control, to achieve the smooth realization of the objectives of the project time limit for a project.
