In order to build an orderly landscape structure and coordinate the diverse functional requirements, it is necessary to comply with the laws of nature and respect for the human needs in the construction of rural Landscape. Aim to serve for the public participation in the process of gathering information and evaluating planning scheme, the study constructed the investigation index system and evaluation index system on public participation with the methods of literature review, field survey, questionnaire interviews, Analsis Hierarchy Process(AHP), case analysis, and information feedback. The research shows:1. According to Maslow’s theory, it draws the public needs in the rural landscape construction. The Vulnerable Groups includes the surrounding villagers and section of local villagers. The needs of local villagers cover the four levels of Maslow’s theory, namely ’’physiological needs", "security needs", "affiliation needs", and "respect and self-realization needs"; and the needs of surrounding villagers are weakening the negative external effects and enhancing the positive external effects of the rural landscape construction. The needs of active population (clan elders, production team, businessmen, etc.), resource groups (village leaders and investors), and professional groups (planning designer and construction team in village) are "self-realization", namely the realization of social organization goals, political organizational goals, economic profit target, and professional goals. The needs of tourists include "mental relaxation", "aesthetic appreciation", and "experience", covering four levels of Maslow’s theory.2. It builds a survey indicators of public participation in rural landscape construction in the stage of "information gathering"."The survey index system of public participation in rural landscape design includes 3 layers:the first level indicators includes "ecological indicators", "landscape indicators", and "production index", the secondary level includes 9 indicators, and the third level includes 26 indicators. Among them, the ecological indicators are the basis for the existence and development of the rural landscape, the aesthetic indicators are the external representation of the rural landscape, and the production indicators are the sustainable vitality of the rural landscape. According to the application stage, the survey indicators can be divided into three categories:"awareness", "support", and "satisfaction".At last, the survey index system is refined to different questionnaires for different public.3. It builds the evaluation index system of public participation in rural landscape construction in the stage of "program planning and publicity". "The evaluation index system of public participation in rural landscape design includes 3 levels:the first level includes "scenic beauty", "plan practicality", and "feasibility", the secondary levels includes 10 indicators, and the third levels includes 29 indicators. The weight sorting of the 3 first level indicators is: usefulness (0.6370)> feasibility (0.2583)> scenic beauty (0.1047); the weight sorting of the 10 secondary indicators is:livability (0.2511)> agricultural suitability (0.1826)> tour suitability (0.1423)> ecological feasibility (0.1067)> cultural feasibility (0.0931)> industrial suitability (0.0609)> natural beauty (0.0524)> culture beauty (0.0524)> technical feasibility (0.0310)> cost reasonableness (0.0275). Among the 29 third-level indicators, "the quality and quantity of arable land," and "employment status" have the highest weight, and the "machinery costs" and "the cost of materials" have the lowest weight.4. Finally, it tested the scientific of the index system by the method of questionnaire at the test sites of" Zhang Village in Changting County, Fujian Province ".
