Study On Public Participation In The Urban Landscape Evaluation

In recent years, the construction of city is on the way to the sustainable development in ecological and energy saving, and the landscape ecological functions are becoming more and more reflect. The landscape evaluation starts late in our country. Since the twenty-first Century, scholars began to explore the criteria and methods of landscape evaluation in many aspects for drawing a scientific evaluation system. In May 31,2010 here promulgated the"city landscape evaluation standard(GB/T 50563-2010)"in our country, which is scheduled to be formally implemented in December 1,2010. It is a national unified evaluation standard that for a city in all types of landscaping integrated level based on the state form. The corresponding evaluation standards in each district will be explored in this standard framework according to the specific city actual condition. The concept of public participate is introduced for the sake of allowing the public to better participate in social affairs, improve the quality of landscape evaluation, and make the landscape have a higher public recognition and affinity. Meanwhile, it will improve the knowledge level of public, reduce the late management of maintenance of the investment of the government, and create a harmonious city environment.This paper analyses the public participation in landscape evaluation in a depth way, and certify the significance and feasibility of the public participation for landscape evaluation. And analyses the reasons of public participation lack in landscape evaluation draw lesson from the pre-existing theory and practice experience, for building a system of landscape evaluation. Anatomize the root of the actuality problems based on the theory research, and built the feasible construction from the procedure system in the main part determination, proceeding, and section of public participation, to safeguard system and the establishment of effect testing system.According to the nature and characteristics of the research contents, the paper expounds the study object make use of analyzing the object on the scientific literature and rigorous scientific research methods from a many-sided way.
