With the continuous improvement of socio-economic and science and technology, so that productivity has been rapid development, while gradually increasing the competition among enterprises, in order to seek survival and development, quality is the key to the continuation of life. Therefore, in the business world and the academic field of quality management is the focus of their research. The overall success of a project is mainly determined by the quality of project management, which has a very important practical significance, the relationship between business survival and elimination, especially in the face of some projects for important decisions of enterprises, the development prospects of enterprises play decisive role. Project, the quality management challenge facing huge management a long time, huge quantities, a number of people involved, the larger management difficulty, but a huge test for the quality control management of academic research and practical applications. Through the research on the H plant boiler precipitator reconstruction project quality control programs in engineering analysis of actual cases, the actual quality of the projects management problems encountered in-depth analysis and research, proposed control scheme targeted and constructive opinion.H Plant "great pressure on small" project was officially launched in 2014, the project plans to build a 350 MW cogeneration units, expected 2016 production of heating, cogeneration-based district heating main source centralized manner, responsible for most of the region’s heating and industrial enterprises in the production of steam. However, the original dust collection efficiency is low, so that serious exceeded emission concentration of dust, leaving the dust inefficient variety of reasons, which can be roughly divided into two aspects to explain: First, the old precipitator type and design parameters unreasonable time; second, after the change in the amount of coal and smoke caused by the increasing variety of high system running resistance, so that the unit load drive capability and decreased.
