China’s high-speed rail has energy saving and environmental protection, safety, comfort, punctuality and other characteristics, has been recognized all over the world. Since entering in twenty-first Century, China’s high-speed rail has entered a stage of large-scale construction. At present, Chinese has become the longest high-speed railway operating mileage, the world’s highest operating speed of the country.High speed railway is a complex and huge system engineering, which integrates a variety of disciplines, a number of areas of high and new technology. As one of the core technologies of high-speed railway, the train control system is the core and key to ensure the safety of train and improve the efficiency of transportation ".Modern railway signal technology is to ensure the safety of train operation and realize effective control of train and improve the ability, to the railway transport personnel provide real-time information is the essential means, is one of the key technology of train speed and the development of high speed railway.The train operation control system(hereinafter referred to as the control system) is the core of the high speed railway signal system. Train operation control technology development through the artificial ground signal, ground signal automatically, cab signal, automatic parking device and overspeed protection system and so on, the future will toward safer, higher degree of automation in the direction of development. Train operation control system is the core technology and equipment to ensure the safety and improve the transportation efficiency of the high-speed railway. The railway section as the main stations of railway safety production line and column of the management control vehicle equipment is an important part to ensure the safe operation of EMU trains to improve transport efficiency, reliable transmission of information, reduce labor intensity, reduce operating costs, to play a greater role.According to the Harbin telecommunication section train control on-board equ ipment to maintain the status quo, through the use of the theory and method of management and operation, follow the operation and management ideas, principles, conditions, using appropriate ways and means, starting from the project planning, implementation and control of train control on-board equipment maintenance operation management in the presence of realistic problems.
