| In the recent years, with the development of water conservancy informatization,the scale of water information system become larger and larger, the operation qualityrequirements become higher, task become heavier and management become morecomplicated. The question of how to manage and maintain existing informationsystem effectively, how to enhance its stability, efficiency and safety, and how tolower its operation cost and resources loss, have become a challenge for waterinformation system operation subjects at all levels of Haihe River Water ConservancyCommission.The thesis introduced the theory of IT service and management, discussed theservice and management application status in Ministry of Water Resources, in Chinaand abroad, analyzed operation and maintain mode, institutional process, budgetguarantee and performance appraisal status of HWCC IT by field research andinformation collection. It also used SWOT analysis, learned best practice experiencesin the field of IT service and management, and suggested a practicable IT operationand management scheme which is suitable for HWCC. The scheme designed ITservice and maintain system and management model, explained the operation andmaintain activity, organization and guarantee resources, described service desk, mainprocess, and finally analyzed and summarized deployment and implementation of thisscheme by the Information Center of HWCC.Considering the similarity of IT operation and management in all levels of waterrelated organizations and departments, the research of this paper can have referencesignificance for IT operation and management system construction in other relevantwater related organizations. The paper provided example and reference for the ITservice and management theory’s practice in water sector. |
