As the most important production and management units in China’s railway transportation system,train operation depot and stations directly subordinate to railway administration are responsible for the management of stations and railway lines,the monitoring and command of the train operation,and the management of the passenger and freight business of the stations under the management.Stations directly subordinate to railway administration themselves also carry out passenger and freight production operations.Therefore,the train operation depots and stations directly subordinate to railway administration play a very important role in ensuring the safety of railway transportation.Since 2003,to meet the needs of the rapid development of railway transportation,a series of layout adjustments have been made in the whole range of train operation depots,which had improved the labor productivity of train operation depots.The layout adjustment of train operation depots has met the management needs.But with the increase of railway line mileage in recent years,especially the increase of the high-speed railway line mileage,the management of train operation depots within the scope of the whole railway network is facing new challenges,including the management scale span of some train operation depots is relatively wide,the allocation of resources is not balance,labor productivity is not balance,management model needs to be optimized,etc.Since 2013,there has been no large-scale layout adjustment on the whole railway system,only each railway bureau undertakes internal adjustment.Therefore,in order to solve some problems existing in the layout of the current train operation depots and provide reference for decision makers,the following aspects are mainly studied in this paper:(1)The paper sorts out the operation and management structure of foreign railways,the evolution of railway network and passenger and cargo transportation station layout,which provides some references for the management and productivity layout of railway transportation in China.(2)The layout adjustment of the three stages of train operation depots since 2003 is sorted out,including the adjustment reasons,adjustment measures and adjustment effects of each stage.By referring to the experience of the layout adjustment in the three stages,the characteristics of the layout adjustment of train operation depots are analyzed.And the adjustment factors of management level and management workload of train operation depots are analyzed.(3)Combined with the current situation of the railway network in China,the development of passenger and freight transport and the layout of the train operation depots.This paper analyzes the related contents of two management modes of train operation depots: According to the grade and type of stations of train operation depot,and the operation type of stations directly subordinate to railway administration.The management mode of train operation depots is further divided,the advantages and disadvantages as well as the applicable conditions of train operation depots are analyzed.Therefore,the categories of train operation depots which need to be analyzed for the applicability of management level and management workload are determined.In addition,according to the number of train operation depots,the layout of train operation depots in railway hub area,as well as the advantages and disadvantages are analyzed.(4)By using the data envelopment analysis method,the CCR model and BCC model,which are oriented by input and output,are respectively constructed to analyze the suitability of the management level and management workload of train operation depots.In order to evaluate the return to scale of train operation depots and determine whether to expand or reduce the production scale of train operation depots,an elastic model for the evaluation of the return to scale of the station is established,and the evaluation of the return to scale of train operation depots is realized.(5)The data of management level and management workload of different types of train operation depots in the whole railway system are selected to analyze the applicability of the management level and management workload of train operation depots,and according to the results of applicability analysis,the layout setting suggestions of different types of train operation depots are proposed.Combined with the results of applicability analysis,the applicability of the management level and management workload of train operation depots in a railway hub area is analyzed,and the relevant layout adjustment scheme is proposed.Combined with the actual layout adjustment situation of railway hub,the feasibility of the scheme is verified.It also verifies the validity of the analysis method for the applicability of the management level and workload of train operation depots and the rationality of the proposed layout of the whole station.Through the study of this paper,a quantitative layout adjustment method of train operation depots is put forward,which can provide a certain reference for the decision maker to carry out the layout adjustment of train operation depots.
