With the development of the shipping industry, the number of ships is ever-increasing and ocean transportation is becoming heavier. Therefore, It has becoming a more important research thesis to further improve the effectiveness of maritime safety communications and navigation equipment. Radar and Automatic Identification System (AIS) is the essential means to ensure navigation safety, this paper studies the information fusion of radar and AIS. By take the complementary advantages of radar and AIS, more reliably ensure safety of navigation.First of all, analyze the radar and AIS advantages and disadvantages, and the complementarily in the fusion, which provides the necessary theoretical basis for the next step of information fusion processing.Secondly, discuss the basic method and process about radar and AIS information fusion, including track data preprocessing, track correlation and track fusion. On the basis of analyzing the advantages and the applicable environment about multifactor fuzzy correlation algorithm and grey correlation algorithm, this paper propose a kind of adaptive threshold track correlation algorithm that combined by multifactor fuzzy correlation algorithm and grey correlation algorithm. Further improve the optimal weighting method of fusion and proposes an adaptive weighted data fusion algorithm. The Mat lab simulation result shows the proposed algorithm is reliable and effective, proves the feasibility of the proposed algorithm. Finally, give software implementation about the algorithm which is proposed in this thesis with using C# programming, including radar and AIS data receiving and decoding, data storage, data preprocessing, correlation algorithm and track fusion algorithm. And do experimental verification using measured data, while radar and AIS target track and fused track display on the ECDIS.
