With the rapid development of China’s economic, the electric power construction is growing fast, and the cogeneration project is an important component of the electric power enterprise construction project. As an energy utilization mode, cogeneration products both electricity and heat, it has great environmental benefits and social benefits. Compared with traditional production of electric and heat, cogeneration is a kind of efficient mode of production, it uses the high grade stream and low grade heat produced during the fuel is burning in boiler to supply electric and heat, it is in favor of improving the coal utilization ratio, saving energy and reducing pollution of the environment, and develop cogeneration is an important way to improve people’s living level.In this paper, the relevant project management theory and method have been used in the implementation process of Houma 2×300MW cogeneration project.Three aspects of how to manage and control Houma 2×300MW cogeneration project including schedule control, cost control and quality control have been discussed after the establishment of the progress plan, which provided certain theory and practical guidance for the success of the whole project. The researches on Houma 2×300MW cogeneration project are as follows:Firstly, we tried to understand and master the related methods of project management theory and process through reading a lot of literatures. And the reality of the Houma 2×300MW cogeneration projects has been analyzed according to the related project data and information under current situation.Secondly, work breakdown structure has been done with the project activities according to the project schedule management theory. And activities were presented in the project network diagram which according to certain logical relationship after decomposition. After that, the critical path of the activities was found to compare with the original schedule of the project.Thirdly, Earned Value Analysis method of project was used to analyze the cost control which presented the corresponding adjustment measures of engineering schedule according to the different calculation results. At last, the quality control problem of cogeneration projects was analyzed and explained in this paper.
