Positive development and utilization of solar energy resources meet the national energy strategy, and it is also the need of sustainable socio-economic development and power structure adjustment of Shandong Province. Based on the thirteenth Five-Year Development Plan and Perspective to Year 2015 for Shandong Power Grid(2015 edition) and the thirteenth Five-Year Development Plan for Laiwu Power Grid, this paper analyses the grid load development of Laiwu, and gives a reasonable access voltage level and access system solutions for 30 MW terrestrial photovoltaic power generation project, through which this paper designs relay protection, the dispatching automation, communication system and the investment estimation.Firstly, this paper introduces the current situation of the development of PV generation and access system scheme, and discusses the effect of DG on power flow, line loss and voltage level of distribution network, describes the reactive power output capacity of PV and its adjustability, and gives the power flow calculation method of distribution network with PV.Then, on the basis of the status quo and load prediction of Laiwu power network, this paper describes the technical requirement, engineering survey, and the survey of around power network briefly, finds the optimal solution through the compare of different ones, introduces the method of power flow calculation and short circuit calculation in detail, and analyses the influence on the power system of this project.More, this paper introduces the delay protection in many aspects of line, bus, the other side of the system, the lonely island and so on, and introduces the dispatching automation scheme from different aspects such as remote system, scheduling relationship and operation management, and gives the investment estimation of each plan.Finally, this paper comes on the conclusion of technical requirement, relay protection, the dispatching automation, communication system and the investment estimation of each plan.
