Nowadays, it is the world of information. The development of the information technology, especially the computer, simulates the productivity of human greatly and make people live more conveniently. Everyday, a great deal of information comes into being, so it is impossible for people to collect, transfer and deal with the information, only depending on the manpower. Meanwhile, the computer works accurately, quickly and tirelessly. The computer is not intelligent enough. However, it takes the place of manpower to a certain extent indeed.Having developing for about these 30 years, Management Information System (MIS) that can provide information and support the running, management and the decision of the organization is a all-around applied subject. It is essential to apply MIS to every aspect of society life, which could improve the level of the management. The advance of computer as a tool of realizing the system drives the advance of the system.Maritime Safety Administration (MSA) is the governing and executing administration of managing the safety of traffic in waters. One of the main tasks of the department is to manage maritime accidents, thus it is significant to adopt the management of the maritime accidents into MIS for improving the management of the department. Based on the study of Wuhan MSA, the present situation of the management and the actual requirements were seen in details. Through the pertinent research, the paper is written about how to exploit and design Inland Waters Accident Management Information System (IWAMIS) that is suitable for MSA. The basic concepts of MIS and the methods of design are stated in the paper, and its software and hardware are studied. In this system, Windows XP is the platform, PowerDesigner is the designing tool of database, Adaptive Server Anywhere is the database management system and PowerBuilder is the exploiting tool. The system is based on the mode of client/server, and its conceptual data model and physicaldata model are created. Some modules of IWAMIS can run normally. These modules are user management module, backup and resume module, inquiring and amending information module, creating and printing report forms module and so on.The paper includes five chapters. In the first chapter, it is the preface having stated the purpose and meaning of the study, and having analyzed the present situation of the domestic and overseas study of IWAMIS. In the second chapter, the theories of database and MIS are stated. In the third chapter, the database of freshwater accidents is designed with PowerDesigner, according to the analysis of report forms of MSA. In the fourth chapter, the design of the interface and some functions of IWAMIS are explained. In the last chapter, the conclusion and further work are narrated.IWAMIS will advance the auto level of freshwater accident management and save the manpower and material resources, if it is used. However, its interface and functions need improving on account of the limited time and capacity of the author.
