Civil engineering does not take a very important part in petrochemical engineering project; but it is necessary; it is an unceasing goal for all workers in this field how to set a proper price of the contract. Civil engineering, unlike installation work which has a fixed quota for reference, can be only conducted based on the quota made by local government and the related charge. However, local quota is generally aimed at civil architecture and lacks the characteristics of petrochemical engineering; therefore, the deviation usually exists in its process. Now the department of budget estimation is making its own quota for civil engineering. Neither local quota nor the norms of the field can give a standard. Besides, many problems such as how to use the norms, shall the construction be based on the way of bill of quantities, shall the local quota and norms of field be totally ignored and how to make a justice and correct construction content and its price through quota and bill of quantities are waiting to be settled. The background of my essay is S company; it is aiming to make a comprehensive analysis on current quota and bill of quantities and its application; furthermore, it combines with the operating labor, construction method and its differences to do an analysis on its practical value as well as future development.
