Fitting-out is an important part in the process of shipbuilding, which has a wide operating range, and it usually reaches to fifty percentages of the total construction quantities. Although the construction cycle in the dock has been shortened significantly due to the innovative production technology created by the modern shipyard, the fitting-out operation cycle is still long. The ship may suffer from heavy weather during the fitting-out operation.According to the requirements of the designing code for quay, seldom fitting-out quay can resist the heavy storm. The current way to resist heavy storm is tugging the fitting-out ship to certain place. In this way, the mooring risk can be ruled out in time, while it will cost a large member of human, physical and financial resources in the whole process. Moreover, the power system of the fitting-out ship is deficient. The ship is likely to cause stranding or collision accidents. There are too many shipbuilding and ship-repair enterprises in certain areas, and it induces too many ships to anchor in the public water area under the effect of heavy weather, which poses more threats to the safety of the public. It has a realistic significance to improve mooring safety and reduce the frequency of tugging by means of reforming fitting-out quay and rationally equipping the mooring fittings.Took a certain 50000-ton fitting-out quay as an example, the author utilizes OPTIMOOR mooring simulation software to calculate the limiting mooring conditions of a mooring plan in which several far-end lines added, and compare with those of the normal mooring plan. After verifying the effectiveness of improving wind-wave resist ability of the revised mooring plan, utilize control variable method to do some research about the property of lines in order to balance the tensions, control the quantities of ship movement, decrease the possibility of the rupture of lines. Through the rational optimization for the mooring system, it will provide some references for reducing the limiting conditions and risks when the ship is moored to the fitting-out quay.
