Comprehensive Safety Evaluation On Passenger Ship In Yantai Water Area

In recent years, passenger transport in Yantai water aera develops quickly with the rapid development of the national economy. In 2011, Yantai government progressed a plan on the development of island tourism economy and tourism industries, through the release of "12th Five Year Plan Outline" and "Yantai Blue Economic Zone Tourism Development Planning (2011-2020)". While the rapid development of water transport, requirements to the water transport safety requirements by all levels of government and the public safety are increasingly growing. Although the government and the relevant functional departments pay more and more attention on safety of production, a great deal of maritime traffic accidents still occur while passenger ship safety situation has been greatly improved. Consequently, to further improve the safety situation of passenger ship, eliminate safety hazards, strengthen safety management, the government at all levels put it as an important word and an important research topic.This article establishes 5 factors of the first rank assessment index and 21 second level evaluation index through the investigation by experts to determine evaluation index system, in full consideration of the real situation of Yantai water area including environment, ship and crew. After that, it determines the weight of each evaluation factor by hierarchical analysis, and makes a comprehensive evaluation by means of fuzzy comprehensive evaluation on four kinds of passenger ships in Yantai water area, including passenger ships sailing from China and Korea, ro-ro passenger ships sailing in Bohai bay, passenger ships sailing from land and island, passenger ships.This study reflects the current overall safety situation of passenger ship in Yantai water area, sums up the main problems of enterprise management and safety supervision by government, through quantitative and qualitative judgment, in order to make a intuitive and clear understanding on the chain of government supervision. Safety management advises based on macro and micro point of view, could give recommendations for local government, industry authorities and related enterprises to further strengthen safety management, optimize the allocation of regulatory resources and improve work efficiency.
