In order to regulate the behavior of the international engineering contracting activities of the parties to, protect the interests of all parties, to simplify the procedures and content of the negotiations, the International Federation of Consulting Engineers of Europe, together with the I nternational Federation of Building of Civil Society, issued the FIDIC Conditions of Contract (1 999) known as the "Bible civil engineering contract" on the basis of civil works contract general conditions. FIDIC has become the general standard of international bidding, signing the contract fees, engineering changing and other aspects of international claims. Based on the contract signed by contractors, FIDIC establish contract management mode of mutual constraints and mutual supervision between owner, supervisor and contractor with independent and impartial third party of construction supervision as its core.With the aim of the regulation of domestic construction market, Construction Contract (model text GF-1991-0201) and Construction Contract (model text GF-2013-0201) were jointly developed by the Ministry of Construction and the State Administration for Industry and Commerce. In the view of Construction Contract (model text GF-2013-0201) taking FIDIC (199 9) asreference, comparing the two model contracts to looking for differences and similarities has great significance for future management of construction contract and project.
