It has been a common sense to enhance the production efficiency and comprehensive competitiveness of a shipyard through the management. Human resource management is the central part of the management with the core of detailed dispatching management. The systematized and detailed dispatching management which is fair, impartial and open has a great effect on the increase of workers’ motivation, which leads to a higher labor efficiency. This paper mainly studies the dynamic relation between the material quantity and the manhour of the dispatching package that is refined by the detailed dispatching management. And builds a relation mathematical model of the ships’ dispatching package of the grand assembly and the unit assembly.In this paper, BP neural network is introduced to build the mathematical model of the relation between the material quantity and the manhour of the dispatching package which is refined as Work Job through the analysis of technological process(especially the Standard Engineering Drawings) of the grand assembly and the unit assembly. And a typical block is used as a sample to show the accuracy of the method and the feasibility of providing a correct manhour. The model in this paper has the advantage of optimizing the system to output manhour gradually via self-learning with the increase of actual production efficiency. This results in the realization of dynamic association.The main innovations of this paper are as follows:(1) The dispatching package which is refined as WJ is classified to be standard and material quantities of each WJ is given according to the Standard Engineering Drawings. And the paper builds a mathematical model with the introduction of BP neural network and linear-regression analysis based on the study of relation between the material quantity and manhour.(2) A relevant system is programmed with a proper tool based on the mathematical model mentioned above. And in the end of the paper, the system calculates the manhour of a typical block which proves that the data from the system can supply the comparatively correct manhour to each WJ of the grand assembly as well as the unit assembly and has the advantage compared with the experiential data.
