Due to the resource constraints and timing relationship between tasks, it is highly susceptible to be disturbed in the implementation of a project. However, due to the complexity of the project and the possibility of being interfered in events making the original plan unavailable, it is necessary to make the project back to normal track, and ensure the deviation between new adjustment plan and the initial plan minimum. Disruption management is exactly an effective way to solve such problem. The core idea is minimizing the disturbance deviation and reducing disturbing cost. It can make a new adjustment plan for different disturbances through optimization adjustment. The identification and quantification of activity disruptions have become increasingly important both in the basic sciences and in the applicative sciences, and also become the foundation works of disruption management. In this paper, here are three indexes including owner dissatisfaction disturbance, time deviation disturbance and disturbing cost in describing the effect of disturbance on the execution of the project. This paper proposes a methodology to solve disruption management.(1) Identifying the occurrence and bias of disturbance, and deciding whether to implement disruption recovery management according to specific situation. When measuring the disturbance, it was divided into two kinds of methods: subjectivity and objectivity. Subjective measurement includes owner dissatisfaction disturbance, while objective measurement includes time deviation disturbance and disturbing cost. And then quantify disturbance using the above three indexes respectively. Finally, a comprehensive measure of disturbance of disruption management model was established by using evaluation function method.(2) Conducting algorithm analysis and design towards the comprehensive measure of project disruption management model perturbation. Building the fitness function to the optimization goal of disruption management model; operating genetic algorithm to date list of initial population; getting the optimal solution by several iterations finally.(3) The model’s effectiveness and operability was verified by project cases. According to the specific project, comprehensive measurement of project disruption was established; then the genetic algorithm was designed, and an initial solution was generated by using this model. When disturbance occurs, this model can quickly generate several adjustment plans. Finally, the optimal adjustment plan was chosen by comparison.In this paper, owner dissatisfaction disturbance, time deviation disturbance and disturbing cost are three indexes in establishing a comprehensive measurement model of project disruption based on disruption management. In the optimization process of project activity disruption, this methodology not only involves the influence of disturbance on cost and time, but also stresses the idea of "minimum disturbance". This paper provides the basis for disruption management practice, and has a relatively great guiding role in efficient management of the project and real-time processing of project management.
