Research On The Risk Management Of State-owned Enterprise’s Construction Project

As the pillar of national economy, State-owned enterprises are in the dominant position wherever in the essential fields or in the important sectors of national economy. It plays a significant role to national economy and ensures national economy has a sustainable, rapid and healthy development. In order to maintain and increase the value of state-owned assets, some new construction projects which are used to expand production capacity, or to have a new work place, or to improve the working conditions should be proceed. As a total organizer of the construction project, the owners’ project management is the core of project management which through the whole process of project construction. How to control the risks and losses caused by it has become a focus that need to be resolved by the state-owned enterprise owners.Standing in the state-owned enterprises property perspective, this paper combined with the characteristics of the state-owned property construction project management, construction project risk management research at home and abroad are reviewed. This paper expounds the State-owned enterprises owners steps and methods of the construction project risk identification, and by applying the method of brainstorming, identify the State-owned enterprises owners party construction project risk list, at the same time elaborated the state-owned property construction project risk analysis and evaluation of general method, and uses the analytic hierarchy process(AHP) to the State-owned enterprises owners risk assessment of construction projects, and based on this, advances the State-owned enterprises owners party construction project risk response measures. Finally by an example of the concrete construction project state-owned enterprises for application of the expert scoring method is adopted to identify and evaluate risks, take effective measures to achieve the expected results. This paper proposed the project to establish the examination and approval is one of the state-owned enterprises property construction project management, the risk is evaluated and countermeasures are presented. This paper hopes through to the state-owned enterprise owner party construction project risk management theory and application research, make state-owned property enhance risk awareness, to grasp the method of risk identification and evaluation, to take measures to effectively control construction project risks.
