In pushing the industrialization process of China, the urban industrial land-use has been rapidly developed. However, in general, most of industrial zones in various types adopt the layout schemes of relative disconnection between industrial and residential land-use, under the guiding ideas of function division. This makes urban spatial structure disconnected in space, differential and independent in function and development. As the urban development becoming more and more integral, the transformation development of service economy requires the urban function much higher. It requires promoting not only industrial service function in industrial zones, but also life service function, which means creating and cultivating the developing space of service function to promote the harmonious development between life and industrial function, and advancing urban core function and optimizing spatial structure to coordinate the humanistic ecology development.As the global climate problem becoming much more serious, the concept- ‘low carbon’ changes our lives imperceptibly. Constructing low-carbon eco-cities has become the choice of many regional governments. So the Sino-Dutch Low Carbon Town is coming. According to the classification of urban function and associating the present situation assessment, industry, traffic, population and common service, as the major factors to influence land-use, has been chosen in our analysis to give a guideline for land-use in Sino-Dutch Low Carbon Town to achieve the layout of industry-city integration which integrates industry space, traffic organization, residential space and common service infrastructure.According to the division of the space range, this dissertation proposes a policy of the industry-city integration land-use for urban spatial structure, unit organization pattern and block function organization in the Sino-Dutch Low Carbon Town under the macro, meso and micro levels. Compact polycentric spatial development patterns, cluster spatial unit layout forms and mixed-use block function organizations should be considered in planning the Sino-Dutch Low Carbon Town and also other cities.
