The complex structure of airspace and high-desnsity traffic flow make air traffic more and more crowded. Especially in large congested airport the traffic demand is growing continuously leading to increasingly obvious contradiction between air traffic flow and service ability or airport capacity. It has a serious impact on arrivals and departures in airport terminal area, resulting in a large number of flight delays and economic losses.To make full use of runway system resources and allocate arrival and departure flows of flight reasonably, the paper firstly analyzes and summarizes operational environment characteristics of Guangzhou Baiyun International Airport, the relation of arrival and departure and the problems between them. So the paper presents the allocation of arrival and departure between capacity and flow. Considering the airport system capacity resource constraints, the multi-objective optimization model is established to achieve the targets those are minimum the flight delay cost and balancing delay. A realistic simulation of Baiyun airport was conducted to illustrate and analyze the proposed concept and optimizing model. The result shows that with the proposed model, the demand of time intervals are all meeting. The utilization of runway capacity and effective allocation of flow were realized by the model. Meanwhile, the practicability of the method was validated. Then the paper presents a nonlinear 0-1 integer programming model to solve two problems:determining an airport’s optimal sequence of runway configurations over a given period of time and allocating arrival and departure flows which is expected demand in each period(usually a quarter of an hour). The model constraints which include airport traffic flow, switching capacity losses between available runway configurations and runway configuration capacity envelope(RCCE) are considered. The model minimized total delay costs of all arrival and departure flights over whole optimized periods. The proposed model is solved by LINGO with practical traffic data to verify the efficiency. The results show that it could maximize utilization of runway resources in airport terminal area. The total delay of flights was decreased by 31.7 percent. Finally, the decision support system has been designed, which includes the prediction and statistics of arrival and departure module and the collaborative optimization between arrival and departure module and then the interface requirements and functions of the system has been detailed described. The system strongly supports the implement of airport terminal area scheduling policy.
