With the deepening of the lack of electricity and energy problem, which has hindered the development of our country’s economic seriously. So the whole society has strengthen the consciousness of the energy crisis gradually. Even the government clearly put forward that energy conservation and efficiency is the most important work. So various industries should not only save electricity but also improve the efficiency of electricity[1]. Ice storage air conditioning system is the important device for the grid to transfer the use of electricity during rush hours. Taking advantage of the goal programming method can improve the utilization of electric power prominently and reduce the cost of the equipment operation. In some areas, these devices share the subsidy policy, which is helpful for scheduling. So it is important to research ice storage air conditioning system for the economy and energy saving.This paper takes the Xi’an Sage international shopping mall of ice storage air conditioning system as the research project. First of all, we conducted research for a long time in that shopping mall. In order to understand how many subsystems it has and how it works. Then we measured the important factors combine with the building structure which affect the indoor temperature, such as heating element, the distribution of people there, radiant heat, the heat transfer rate of the wall, the outdoor temperature. These factors are significant to calculate the indoor cooling capacity. Secondly, we take use of an energy consumption simulation software named TRNSYS to simulate the third floor of the shopping mall base on the research results in it. To build energy consumption model in several cases in one day.So that we take use of the least square method to build function relationship, to get the corresponding transfer function between outdoor temperature, indoor heat source, cooling capacity and indoor temperature. Then we can learn how the ice storage air conditioning system to distribute cooling capacity. Finally, in combination with the five working models of the ice storage system, we take use of the goal programming to calculate how the ice storage system use the cooling capacity every hour in one day and how can we make the electrovalence to reach the lowest. We must think highly of some factors when use the method of goal programming, for example the commercial electrovalence in Xi’an, the power of some devices, the setpoint of the indoor temperature and heating element. In this way, can we improve the ice storage system utilization and make it working more reasonable and cheaper.This paper build the identification models between the important factors and cooling capacity for those buildings installed ice storage air conditioning systems. It provide a precise mathematical for next research. And we build a goal programming model for the Sai Ge shopping mall. Through this method we put forward some strategies for it. And compared with the esisting schemes of Saige shopping mall, it can save electricity bill of RMB thirty thousand yuan everyday, and it save RMB seven hundred and thirty six yuan in the whole cooling season. It can also reduce the deposition of ice in the ice bank. In order to improve energy utilization.
