Jinting Bay is Shanwei’s city portal node, and it is also an important part of the coastal tourism belt. It is in the initial stage of development, facing the adjustment and transformation. And the surrounding environment is not stable, its future development has a wide range of possibilities and uncertainties.The basic research found that Southern China coastal tourism resort development is facing the problems. Including selecting the project focused on real estate but contempt for tourism, site selection bias in coastal areas but contempt for inland area, space construction attention to trade but contempt for public.Jinting Bay itself has some other major problems. Such as the single function of land, a weak connect with other functional areas of the city, non-construction land use mode is inefficient, resources are not reasonable utilization and lacking of infrastructure.To solve these problems, through the case study and conceptual planning and design for the development of the Coastal Tourism Resort theme, to provide guidance for the future development of Jinting Bay as the important functional area of city.This work is divided into three parts: the study, conceptual planning and design, planning for the actual development guidance.Through the research on the development of coastal tourism resort and the development condition, and summarize the key problems and the effective methods for the selection of the starting point, to provide a basis for planning and design.And then through the conceptual planning and design of urban development to provide guidance.Finally, through the actual development feedback that effective planning design.
