Recently, with the development of social economy, the conflicts between tourism development and the construction and protection of coastal tourism resort. In order to gain the economic max-benefit,some developers destroy the nature and culture resources of the resort,the sustainability development of the Coatal tourism resort. In practice,many regions start to use the methods of urban regulatory planning for reference to do tourism resort area regulatory planning. However,the method and index system of urban regulatory planning are constituted for the urban,they can hardly manifests the characteristics of protective development in tourist area.On the basis of recent academic research and practical experience,probing into the necessity of tourist area regulatory planning,using theries of coastal tourism resort and analyzing the control elements,the paper brought forward indexes systerm that consist of seven items including land use,construction of building ,scene protection,environment quality,supporting facilities and activities, and study the control methods of main indexes further, in order to instruct the practice of costal tourism resort regulatory planning.Compare to the urban regulatory planning, tourism resort area regulatory planning change the main point and make the resource-prootected and nature environment as the core,and it further its content,such as construction of building in coastal tourism resort characteristic.Further more,it introduces of the tourism capacity,room density,land alter rate,special range,vegetation fraction,green line,resources protection level and some other design control to enhance the index systerm of the costal tourism resortAt last,taking the case of SanYa city YaLong Bay regulatory planning,the paper studys the index systerm in practice further.
