Because of the difference treating between urban and rural development, which ledding to the gap between rural areas and urban of C hina development gradual w idening, rural areas compared to urban areas, especially rurals in cold region, whic h development is seriously lagging behind. The construction of commercial system in town and village in cold region is seriously weakness in t he construction of town and village, commercial system planning has been neglected, lacking of scient ific and reasonable control. In recent years, wit h economic development, the lifestyle and behavioral require ments of residents in town and village in cold region has undergone tremendous change, the construction of commercial facilit ies in town and village in cold region cannot meet the requirements of the residents, therefore, the research on planning and layout of the commercial system has important significance.The research summar ized and analyzed the factors of commercial system planning, which based on the commercial system planning studies of domestic and internationa l, and then the combination of its content and comparative analys is of the relevant nat ional standards. Secondly, the research investigated and analys ised the construction of commercia l facilit ies in town and village in cold region. In addit ion, by way of a random household survey of commercia l behavior characteristic of residents in town and village, to learn residents in town and village of shopping tr ips, current characterist ics of shopping and le isure behavior and other business practices. And surveyed the satis faction of commercial facilities of the residents in town and village, to learn the satis faction leve ls of commercial facilit ies, and used spss software to analys is the satis faction factor of commercial facilit ies of residents in town and village. In addit ion, invest igated and analysised of the requirements of the commercial facilit ies of the residents in town and village in cold region, to learn about the use and requirements of all types of commercial facilit ies, c ombined wit h the analyt ic hierarchy, processed perfectly constructed, with geographical features commercial facilit ies require ments assessment system in town and village. Through the survey of the residents in town and village, to compute the proportion of commercia l facilit ies require ments factors in town and village, from the perspective of behavior require ments residents in town and village, to analys is of importance of all kinds of commercial facilities and the requirements factors, for reference in future commercial system planning in town and village in cold region.On the basis of surveyed the construction of commercial facilit ies and the characteristics of behavioral requirements of residents in town and village, summaried and analys ised the contradiction of the supply and require ments of commercial facilit ies in town and village.
