Reseach On Application Of Project Management In The Cooperation Of Large Low Speed Wind Tunnel Design

China Aerodynamics Research and Development Center(CARDC), is a nation class institution for aerodynamic research and testing, with completely-equipped three research means of wind tunnel testing, numerical simulation and model free flight testing.Wind tunnel is the important platform of the aerodynamics testing. Wind tunnel isthe symbolizeof CARDC’score competitive power,and the basic forperforms mission as “the center of state”.The new project of large low speed wind tunnel is one of the key projecst in the twelfth five year plan refer to the“the medium and long term plan of state key projectsfor infrastructure of science and technology from 2012 to 2030”.This low speed wind tunnel will be fulfilled the requirements of develop national Aerospace and economy ability in the future. The main performance indexesof theWind tunnel are very advanced.And there are lots technical problems about the design projectshould be solved.So CARDC decide to cooperate will the foreign company.The method of the cooperation of LLSWT design is a little special. Due to the limit as the special organization system,CARDC has to develop a new management model to satisfy the new requirement of the cooperation. And a part of process is introducedin this paper as below:For the organizational project management.This paper analyzes the problems and advantages of the traditional method of organizational project management of CARDC. After compare the advantage and shortcoming of several organization model, CARDC founded a new Organizational project management, which is including three classes management, the highest management, project management office, and technology group.For the quality management. This paper introduces the present situation of quality management in the CARDC,and analyzes the existing problems, gives some suggestions as below: the manager of quality department join in the highest management, strengthen the mentality of quality management, formulate the standard of quality management, carry out the management of technology condition.
