Research On The Cost Control Of Creative Culture Building Construction Project Of Shouguang Software Park

Due to the national macro-regulation of the construction industry, and along with the rising of the building materials prices and labor cost, the profits of construction projects are becoming less and less. In order to keep the competitive advantage in the fierce market competition under the new situation, the enterprise must strictly control the cost of project while boarding the market range, and reduce unnecessary consumption of resources to improve the profitability and economic benefits of enterprise on the condition of ensuring the project quality. So, a scientific, advanced, and effective construction project cost control method will become an important tool that the enterprise needs to strengthen its core competitiveness.There are five parts in this paper. The first part introduces the research background, significance, methods and summarizes current domestic and foreign researches about construction project cost control. The second part introduces the basic theory of construction project cost control, including its principles, steps, basis and its main methods, which provides a theoretical basis for further research. The third part gives a basic description about creative culture building construction project of Shouguang Software Park, which provides the foundation for further implementing of research work. In the fourth part, a system of project cost control has been structured, which is the overall implementation of cost control, including formulation of cost control strategy, design of organizational structure for cost control and setting of cost control target etc. The fifth part put forth some cost control strategies in different stages of the project, which is the specific implementation of cost control. In sixth part of the paper, the effect of creative culture building project cost control has been evaluated and summarized, and a prospect also has been pointed out.Putting theories into practice, this paper emphasizes the important role of the scientific cost control theories and methods in the construction project, and a systematic and comprehensive analysis about creative culture building construction project of Shouguang Software Park has been conducted based on these theories, for which good outcomes have been achieved. It has improved the construction cost control level, provided a good reference for strengthen enterprise’s competitiveness, and has had some certain implications for cost control of other construction projects.
