Annually the thunder and lightning disaster will result in a great deal of personnel’s dead and injured and serious economic loss, being like other natural disasters, which can not be avoided but can only be defended. In recent years the related experts concentrate on an improvement of thunder defend device technique to reduce the loss which caused by violating thunderstorm possibly, but those advanced technique can not always bring good effect, so before the implementation of a thunder defend project, the related representative director should work well the work of technique and economic evaluation.This research analyzed the reason of thunder and lightning creation, discharge principle and lightning protection principle firstly, at the same time explain the functions of thunder defend system’s each parts detailedly. In this paper it also outlined the basic theory and research method of technological economic, which include its research object, research contents, properties and characteristics etc. And then introduce index system’s conception,function and establishment principle of techno-economic appraisal of general item.On the foundation of former knowledge, we built up the index system of techno-economic appraisal of lightning protection engineering and account for the existence necessity of every factor of this system, at the same time, the evaluation of index system can reflect practice, instruct practice and attain a modified project for reach to an integrated object of advanced technologies, cheap expenses and dependable lightning protection.For making the evaluation’s result have more conviction, the research use a mathematics model which is fuzzy comprehensive evaluation, and it carry out the synthetic of qualitative analysis and metered evaluation in lightning protection’s techno-economic.It is our research’s starting point that evaluate lightning protection’s techno-economic of BaShan, mid-school, through the introduction of the engineering’s background and the design project, and combining the techno-economic appraisal index system of lightning protection and evaluation model, which value this engineering. Finally launched a discussion in the aspects of result analysis, technique project improving and evaluating to the item of basic method, and put forward improvement opinion and standpoint.
