Shandong Province, located in china northern area, belongs to eastern inshore part. The Shandong water resources total quantity is 306×10~8 m~3 multi- annual rainfall of the province is 676.5mm, 275.4 m~3 water resources per capita is 344m~3, water resources unit area is 307m~3, thus,being in the water crisis area. Change of water quantity distributing is great non-uniformity, not only between different areas but also in inner and inter-year. Water resources shortage and environment degradation has become the restricting factor of the social-economy comprehensive, harmonious, sustainable development. Therefore, it is essential that the problem of water security should be solved. It is of importance to establish scientific practical watersecurity appraisal system.The thesis carried on a comprehensive summary to water securitymeaning and water security assessment method. In this groundwork, absolute water security appraisal concept and the assessment method was proposed, has established the water security fuzzy synthetic evaluation model, the weight quota method was suggested. According to the northern area characteristic and situation of our country, take the present society and the economy level of development as the foundation, had determined certainly absolute water security value scope, and the state of it was divided five classes. Take Shandong Province as the example, the water security appraisal system was established, this system includes life water security, economy security, environmental security, society e security and management security 23 indexes in 5 aspects.
