As a large agricultural nation, our country built a large number of reservoirs in order to support of the agricultural development. Along with the growth of the time, the number of dilapidated reservoir is gradually increasing, the task to reinforcement reservoir is hard. Recently we increase the treatment work problems of the dilapidated reservoir, a lot of reservoirs dilapidated strengthened by our management work. But how to evaluate its effect is a much difficult operation work. The reinforcement engineering of reservoir has become a new topic for scientific and technical workers. Especially, along with the social economy technology development, the natural environment is damaged by the influence of production and life of people. With the improvement of people’s living standard, people’s attention on the ecological environment quality level is rising, so, for water conservancy infrastructure environment impact assessment is becoming a significant work.This paper research on the basis of achievements of domestic and foreign project influence assessment and refer to ecological and many other factors for reinforcement engineering project of the reservoir, using medium-sized reservoir reinforcement projects for example, sets up a evaluation index system, which to assess the process and effect of the construction project, inspect the project construction how to achieve the desired goals and economic benefits, check construction project implementation success, and offer comment. Based on the analysis of the domestic and foreign project assessment work, make an example of Jingshan reservoir project assessment after reinforcement project, we study the difference between before and after evaluation, emphasize significance of water conservancy project assessment. Discusses the influence of water conservancy project to evaluate the content, including the environmental impact after assessment, social influence after assessment, economic impact after assessment, and project continuous evaluation.In order to research, this paper structure have made the following four parts arrangement:Part 1:Introduction. It introduces the background and the problem, the present situation of the domestic and abroad research, the innovation of this paper, and the research methods, the thinking and the structure arrangement;Part 2:The contents, which mentions on methods, characteristics and practical significance of the project evaluation. The differences between the former and after evaluation of water conservancy project; mainly introduces the post-assessment of water conservancy project, focusing on the content of national economic assessment;Part 3:this chapter mainly introduces the impact assessment, and analyses the content of environmental impact assessment; application examples of the assessment, the research of a reinforcement engineering project of Jing Shan reservoir;Part 4:Conclusion. Make a brief summary of the article, and point out the things need to improve.
