Research On Ship Oil Spill Risk Assessment And Prevention Measures Of Yingkou Harbor

The ships overflow the oil are one of most serious marine pollutions,overflows the oil risk to the ships to carry on the science effective forecast and the appraisal, promulgates complex rule which it occurs,adopts the corresponding prevention and the emergency procedures,causes the ships to overflow the oil pollution to fall to the lowest degree,has become now a world hotspot.Yingkou Port is located in the west central part of Liaoning Peninsula,which is a comprehensive hub port.It currently has Bayuquan Harbor,Xianren island Harbor, old Harbor and Panjin Harbor.In recent years,with the rapid development of Yingkou Port,it has become the second-largest container port in Northeast,which is also one of the main sea lanes to make the revitalization of old industrial bases in Northeast.with the economic development of surrounding areas,the growing oil demand,the increasing number of ships,together with the large ships so that the increasing complexity of navigation environment,the major vessels also increase the risk of oil spills.Therefore,to carry out oil spill environmental risk assessment is particularly important.Yingkou Port is the text of the risk of ship oil for the study,in order to facilitate comparisons,according to geographic division of the various ports,the risk for different focus will vary.First of all,this paper makes a brief introduction on the natural environment, hydrology,meteorology,anchorage and environmentally sensitive resources of the ports;then identifys the oil spill source and combins with the actual conduct of the source to analyse.Based on the recent domestic statistic data,the use of probability to calculate the possibility of oil spill,then combined with based index of the sensitive analysis to establish two-dimensional risk matrix of the consequences.Four Ports as an example to risk-level division,according to accepted criteria for risk evaluation; From it we know:Bayuquan Harbor and Xianren Island are high-risk,and the old Port and Panjin Port are low-risk and medium risk respectively.The final positioning of the Yingkou Port oil spill response equipment library building programs,resources and equipment status and the establishment of ontingency plans are given in the last part. This article will play an important role in increasing the capacity of dealing with the Yingkou Port pollution and improving its pollution Contingency plans,at the same time,this can be used for reference to the same type of the oil terminals and applied to the maritime administration department.
