Nowadays, cities have become the major places where most people resides. Undoubtedly this makes cities much more vulnerable to natural disasters. The loss caused by natural disaster is immeasurable. Of course no one desires such disasters to occur, however we must protect ourselves. We recommend establishing disaster prevention parks which would serve as refuge for the masses during a disaster. This would help reduce the effects of a natural disaster on the population and protect them from further harm.This article is based on city security problem is now the most urgent attention as the background, using the theory of environmental capacity and through scientific calculation to Harbin park planning, planning for the qualitative, quantitative methods of platform and technical support, and with scientific rigour.This article apply a lot of theories:The theory of environmental carrying capacity, the theory of risking, the theory of disaster prevention and mitigation, the theory of direction and GIS theory.ect. Use to analyze the type of urban disaster and urban high risk area, position surrounding environment of high risk area, chose the park distributed situation within high risk area, and select a target of the disaster prevention park that based on the theory of environmental carrying capacity. Combining with statistic software SPSS and using principle component analysis (PCA), cluster analysis and factor analysis to sort for urban disaster prevention park systems, find out influenced factor. Analyze above three to get the principle components. It provides an essential reference data for improving urban public security risk.According to the evaluation results, put forward the optimization strategy, and the construction of city disaster prevention park, summed up the general rules. Combined with the statistical software SPSS, using PCA, cluster analysis and factor analysis, sort of city disaster prevention park system> find out the influence factors, and provide important reference data for the improvement of city public safety risk. Analyze the common park and the city guard against disaster park for compatibility, and combine with Chinese present situation of the shortage of land resource. Summarizes the advantages of city park reconstruction, and put forward the concept of combination of safety and disaster on urban park renovation. Finally analyze concretely for it of disaster prevention park transformation. Such as entrance space, roads, water body, square and plant configuration and so on. Finally used Harbin zhaolin park as an example, through analyzing the surrounding traffic conditions, service object, site condition, and disaster preparedness index, layout of the normal functional partition of the park and functional zoning planning of disaster prevention park. Combining with related theories, analyze for the entrance, roads, buildings, emergency facilities and so on, that puts forward some problems existing in the transformation, in order to provide further help for the job of pre-disaster and construction.
