Environmental carrying capacity is the external function performance of the composition and structure of the environment system. It is able to reflect the connection between the environment and human social economic activities, and the foundation of sustainable development. Plan environmental impact assessment is able to eliminate or reduce the adverse impact of the environment in the future due to the defects of the planning, and it can be controlled from the source causing environmental problems such as environment pollution and ecological destruction. The environmental carrying capacity analysis of Plan Environmental Impact Assessment, take the environmental factors in front of others in making major macroeconomic decision. By analysis of environment resources carrying capacity, it could put forward a more reasonable strategy arrangement for all kinds of major development, productivity layout and the allocation of resources. It makes the environmental problems to be considered equally to the social and economic development at the beginning of the decision, so that could control and solve the environmental problems from the source of development and construction activities, and truly realize the sustainable development of society. economy and environment.The environmental carrying capacity of plan environmental impact assessment is studied in this article. A set of index system for evaluating environmental carrying capacity of plan environmental impact assessment was established, and applied analysis and research with an instance. The main content is as follows:(1) Summarizes the research progress of environmental carrying capacity and the progress of the application of environmental carrying capacity of the plan environmental impact assessment;(2) Elaborated the concept and characteristics of environmental carrying capacity, distinguished the two concepts of environmental capacity and environmental carrying capacity, analyzed the quantification methods of environmental carrying capacity, thus more in-depth understanding of the environmental carrying capacity was achieved;(3) Overviewed the plan environmental impact assessment, proposed the analysis program for the environmental carrying capacity of plan environmental impact assessment, put forwarded the route that single elements analysis of environmental carrying capacity should combine the comprehensive evaluation of environmental carrying capacity; Determined the single elements analysis of environment carrying capacity should conduct from the water resources, land resources, basic materials resources, atmospheric environment, ecological system and ecological suitability of land use; Used qualitative, semi-quantitative and quantitative determination methods in the process of evaluation. By comparing the relevant research methods domestic and foreign, from the perspective of simplicity, scientific and accuracy, choosing the analytic hierarchy process (AHP) to construct the evaluation index system of ecosystem carrying capacity, ecological suitability of land use and integrated environmental carrying capacity, and proposed the specific quantitative methods and research methods respectively.(4) Take the planning of the Southern industrial new town in Harbin as an example, comprehensive analysis and application of the above methods. Overall evaluated the planning from two aspects of single elements of environmental carrying capacity and comprehensive environmental carrying capacity, results showed that the regional environmental carrying capacity was in the unsaturated state and the development intensity was very strong. Finally, according to the results of the analysis put forward the corresponding optimization measures of the planning.
