| With the rapid development of China’s national economy, China’s energy demand for electric power will be more and more. In order to meet the needs of regions and enterprises’ demand for electricity and lay a solid foundation for the protection of electrical energy for the improvement of people’s living standard, China will construct a large number of power transmission projects during the 12 th Five Year Plan and 13 th Five Year Plan. Because of the complexity of transmission projects, there will have many factors that affect the power engineering cost during the construction process, which resulted in the cost change. Meanwhile, the power engineering cost management in China still has many problems, which will have a serious impact on the project investment benefit. Therefore, it is very important to conduct a comprehensive, dynamic management and control for the construction of power grid work or the whole society. At the same time, it is also has a certain significance for formulate investment policies of the national power grid construction, prevent the enormous waste of blind investment and reduce the waste of social resources, to ensure that China’s economy healthy development.This paper introduces the domestic and foreign research and development status of engineering cost management, the project construction, project cost theory and connotation, the main ideas and basic principles of project cost management and the dynamic control principle and method of the project cost. On this basis, according to the principle of selecting indicators of scientific and reasonable, this paper summed up the points of impact on power transmission project total cost dynamic management and control, then constructed the power transmission project total cost dynamic management and control points index system. Based on extension theory, this paper extended the basic matter-element evaluation model in time dimension, then presented an improved entropy method and a calculation method of grey degree of membership, constructed the power transmission project total cost dynamic management and control points evaluation model. Finally, this paper makes an empirical analysis with a 220 kV power transmission project as the research object, combined with the actual situation of the total project cost management and control. The research of this paper provides the measures and suggestions of power transmission and transformation project total cost dynamic management and control, has certain practical significance of the reference for improving the power transmission project overall dynamic management and control level. |
