Since the 19 th National Congress of the Communist Party of China,China’s economic and social development has shifted from the stage of rapid growth to the stage of high-quality development.The new period requires all social and economic departments to grasp the trend of high-quality development.As a basic production sector,the shipping industry(including shipping and inland waterway transportation)also needs to be fully deployed around "highquality development".In the existing literature,there are few evaluation studies on the highquality development of shipping,which cannot meet the needs of objective analysis and evaluation of China’s shipping development level.In this context,taking shipping as the research object,following the research idea of "evaluation related theories and methods-domestic and foreign shipping development research-Construction of evaluation index system-Evaluation empirical research",this thesis makes a systematic and comprehensive analysis and Discussion on the high-quality development of shipping.Firstly,it analyzes the research background and significance of shipping high-quality development evaluation,combs and summarizes the research on shipping at home and abroad by consulting a large number of literature,and introduces the specific content and research ideas of the research.Secondly,the applicability of relevant theories in high-quality development and evaluation is discussed,and the basic principles and application steps of correlation analysis method,entropy weight method and matter-element extension method are analyzed and compared.Thirdly,based on the analysis of the development of shipping at home and abroad,the dimensions and indicators related to shipping are collected through data retrieval,and the evaluation indicators are selected by using the correlation analysis method.The high-quality development of shipping is divided into five aspects: infrastructure,shipping management,green safety,opening guidance and advanced innovation,and the evaluation index system of high-quality development of shipping including 39 indicators is determined.Fourthly,the entropy weight method is used to calculate the index weight,and the comprehensive matterelement extension method is used to analyze and evaluate the five aspects of the high-quality development of shipping and the overall level of the high-quality development of shipping.On this basis,the sensitivity analysis is carried out on the four secondary indexes of ship,energy consumption level,environmental protection investment and safety level.Finally,in order to promote the high-quality development of China’s shipping,combined with the experimental results,reasonable development suggestions are put forward.The research results show that China’s shipping continues to move towards the goal of high-quality development,and has achieved some results.Through empirical analysis,it is verified that the index system constructed in this thesis is suitable for the evaluation of the highquality development of China’s shipping industry.The entropy weight matter-element extension model can objectively analyze and evaluate the development level of China’s shipping industry,help to clarify the problems existing in the development of China’s shipping industry,and put forward targeted suggestions for the high-quality development of China’s shipping industry,The research provides a certain reference value for perfecting and supplementing the research on the evaluation of high-quality development of shipping.
