A Study On Supervision System Of SINO-ROK Ro-Ro Passenger Ship

With the development of economy of China and South Korea, both countries had opened up 17 SINO-ROK ro-ro passenger ships form China Weihai, Tingdao, Yantai, Dalian and other ports to the South Korea, Inchon, Busan, Pyeongtaek and other ports which made outstanding contributions to facilitate personnel exchanges and promote economic development between the two sides. Due to various reasons, there are the bad weather and sea conditions, navigation environment complex, the older age of online shipping vessel, low quality of the crew, inadequate safety management mechanism of shipping company, the non-uniform management standards between China and South Korea, means of single maritime supervision and many other problems.This paper adopts empirical analysis combined with case study, qualitative analysis and quantitative analysis of research methods; tries to combine domestic and foreign, system and local, the theory and the practice, experience of induction and theoretical analysis. To get a comprehensive analysis of safety regulation and insufficient between China and South Korea safety management mechanism and give a briefly description of current situation of supervision by China and South Korea. Try to find the inherent law of China and South Korea passenger ships supervision and development requirements; so as to explore and establish corresponding long-term effective mechanism of safety supervision.Based on the basis of the risk analysis of accident tree of SINO-ROK ro-ro passenger ships, this paper puts forward the countermeasures from two aspects of enterprise and maritime regulators. The research results of the thesis will improve the management efficiency of China South Korea passenger container liner, provides the reference for the maritime sector scientific supervision, safeguard Sino South Korean passenger container liner is more safe, smooth,efficient navigation.
