After September 11 attacks, antiterrorism has turned into a worldwide safety problem spreading over each trade zone. Maritime affairs security is one significant component for international antiterrorism. The terrorists probably transfer their targets to ocean ships and port facilities or utilize ocean ships to utter threats against other facilities. Therefore, the researches including the analysis of ocean nontraditional security's status quo, the trend in the field of maritime affairs security in international society, ISPS code and the improving measures on further strengthening ocean security, etc., has attracted peoples' attention and become their heated topics, thus promoting relevant specialists and scholars' studies on these new issues and lots of academic and technical books and literatures' appearance. Considering the above situation, this paper puts forward ship security assessment project on the basis of risk analysis through detailed analysis of ocean nontraditional security's status quo, combing with the proposing background of ISPS code and its influence on ocean security.The paper is divided into six chapters.The first chapter mainly illustrates ocean nontraditional security's status quo, including nontraditional security's concept, features, main threats and their forms, etc.The second chapter specifically analyzes the research trend in the field of maritime affairs security in international society through the relevant measures taken by the U.S. and IMO after September 11 attacks.The third chapter introduces ISPS code, research on ocean security management and the favorable effects on international navigation industry after implementing ISPS code.The fourth chapter demonstrates the significance of ship security assessment through the requirements for ship security assessment from the content of Part A and Part B in ISPS code.The fifth chapter proposes the analyzing methods for ship security assessment based on risk analysis, focusing on the key point of risk assessment and ship security.The sixth chapter analyzes the problems existing in domestic ocean security management and puts forward corresponding improving measures.
