In recent years, China’s economy maintained a high growth rate. As people raising the level of economy, more and more people begin to pay attention to the protection of living environment. In the world, our country also facing the realistic task of make commitments to protect the climate environment. Facing the dual pressures, our country put forward the energy policy of transforming the mode of energy development, promoting energy strategic transformation. For this purpose, State Grid Corporation put forward electrical energy substitution strategy. In the field of residents living power, establishing the power electric heating substitution as an important task.Kui Tun City as a representative energy resource intensive city in western China, the supply of electric power is sufficient, rich in renewable energy resource, having excellent condition in electric heating substitution. This paper study on the implementation of Kui Tun City is researched. According to the results of the research, this paper analyses the potential of electric heating substitution in Kui Tun City and the difficulties of electric heating implement is minned. Through the study of electric heating technology and equipment, electric heating scheme selection suggestions are given. Secondly, the economic benefits, environment benefits and social benefits of electric heating substitution are studied respectively in this paper. In the analysis of economic benefits, not only study a single subject as the research object, but also comprehensively analyse the economic benefits of electric heating from the perspective of investors, residential users, electric power company, the electric heating industry and government. In addition, take the mutual influence between each main body into consideration. In the environment benefit analysis of electric heating, compare energy consumption and pollutant emissions of electric heating and coal-fired heating boilers, considering all life cycle, introducing electricity production energy consumption and emissions in the process of comparation. Finally, combining with the above research, giving promotive suggestions of electric heating substitution in Kui Tun City.
