The result of “The Twelfth Five Year Plan” is now obvious. The industrialization process is speeding up and the economic is growing apparently in our country. Many programs are booming, especially programs in electric power, military and aircraft, thus, producing quite a number of large-size equipment. And how to transport these kinds of large-size equipment from producer to the destination will be a big challenge. Based on Yuan Ba large-size transport, this paper studies the large-size transport plan design and evaluation methods.At present, there are big differences between large-size transports at home and abroad. This paper analyzes the situation of large-size transports both at home and abroad and the gap between them and summarizes the deficiency of the domestic technology and equipment. What’s more, based on the current situation of large-size transport at home and abroad, this paper analyzes the gap between them and summaries the deficiency in domestic transport and classifies the large-size equipment and illustrates their characterizes.This paper studies Yuan Ba program and introduces a whole process of plan making including the introduction of this program, equipment information, organizational structure, transportation routes and cycle, equipment design, loading mode, reinforcement binding, emergency plan, etc. After the plan is completed, it needs the examination and approval of relevant departments and can only be carried out after approval.This paper established the evaluation index system of highway large-size transport from five aspects, including technology, safety, operability, economy and time effectiveness. Based on the linguistic variables and the TOPSIS evaluation method, this paper constructs a matrix and carries out a fuzzy arithmetic and proves the feasibility of the arithmetic by adopting the example of Yuan Ba program design.The last part of this paper summarizes the whole paper. Bases on Yuan Ba program, it applies this arithmetic to various kinds of large-size equipment transport to with the purpose of reduce the accident rate and improve the efficiency of the enterprise.
