Research On Post Evaluation System Of Energy-saving Project In Power Plant

As the increasingly severe situation of energy saving and emission reducing, the electric power enterprise actively carry out energy saving renovation, some advanced and mature energy saving technologies such as reconstruction of cogeneration, motor frequency conversion, waste heat and pressure utilization, got very good use,and has obtained the remarkable energy saving effect. The energy-saving project of power plant saved the cost for the enterprise,created considerable economic benefits,and also brought positive environmental and social benefits. The resarch on project post evaluation theory has entered a mature stage,but for this specific type of power plant energy saving project,studies are lacking.In order to do a better job of this kind of project management, objectively and accurately reflects the effect,provides the decision-making basis for the future work, it is necessary for us to study on the post evaluation system of the power plant energy-saving project.This paper first describes the development of the project post evaluation theory, as well as the current situation at home and abroad, then expounds the current situation of the development of coal-fired power plant energy saving reconstruction technology, do analysis on the study status of post evaluation of power plant energy-saving project and put forward the existing shortcomings. Combined with the features of Energy-saving project of power plant, explores the project evaluation method system, introduced the comparative method,the multi-objective AHP and successful degree comprehensive evaluation method. The concept of coefficient of performance(COP) and amount of standard coal saving are introduced to evaluate energy saving effect scientificly and accurately, establishes a set of post evaluation system of power plant energy-saving project, which is universal and special, qualitative and quantitative. In the execution of the heat-pump project of Zhengchangzhuang power plant, we do the specific evaluation for indicators of effect,implementation process and the application. And we use the successful degree method to evaluate the the heat-pump project of Zhengchangzhuang power plant. In the end,we summarize the work of post evaluation of Energy-saving project of power plant, and then put forward advices.
