In accordance with our National five-year program requirements, we will start the construction of nuclear power projects in the next five years with the total installed capacity of 40 million-kilowatt. Secure and efficient development of nuclear power becomes total outline during this period. In the present nuclear power projects steady reset, with the progressively large-scale development of China’s nuclear power construction, specialization and standardization of carrying out the preliminary work becomes directions of nuclear power sustainable development, the safety and efficiency of nuclear power is widespread concerned by the society. Nuclear power preliminary work is the basis of high quality construction and safe operation of the project. The study belongs to the horizontal scientific research projects, which is the sub-project of "innovation management system in the early construction of the nuclear power plant project", with the purpose of studying the critical success factors of nuclear power construction project prophase managementThe research has systematically collected and finished the early nuclear power work, nuclear power project management, key success factors, and related theme of both at home and abroad literature material, explicated the range and content of early work of nuclear power construction project, combed the process and target of early management of nuclear power construction project, analyzed the features and references of related research results both at home and abroad, confirmed the particularity and the research value of key success factors of nuclear power construction project early management. Discussing the key point of nuclear power projects prophase management, which including the management elements, content and process of analysis, consolidation and refactoring in nuclear power project management. Based on the filter of key work, determine the improved analytic hierarchy process as a method of determining the weight by selection of weight method, and build key success factors identity framework of nuclear power construction project management. Collecting data using two rounds of Delphi method, through the weighting of each work factor, under the framework of the critical success factors identified 10 critical success factors, 28 sub-critical success factors, and reduce two elements. Finally adopting the instance of a nuclear power plant project, can guide project management optimization by applying the identified critical success factors to real-world projects, which has proven the practical value of critical success factors through the project.This study has identified critical success factors of the prophase management of nuclear power construction project, which provides a new way to think about nuclear projects, especially for pre-project management and optimizes the management way of earlier stage. It provides theoretical and practical references for nuclear power construction project management.
