Since the reform and opening up, in the process of China’s rapid economic growth,the resources consumption and extensive economic development leads to some issues, such as fast reduction of arable land, serious ecological damage, large intensity of resource development and unreasonable space distribution, structure and so on, which poses a great challenge for the future development in China.Aims at problems between China’s economic development and ecological environment, the country put forward that promoting the formation of the main functional areas in the "Eleventh Five-Year Plan", and carry out the work of Major Function Oriented Zone (MFOZ) on the national and provincial level.In the 18th Party Congress, it proposed to promote regional development in strict accordance with the position of major function, build a scientific and rational pattern of urbanization, agricultural development and ecological security. In the 3rd plenary session of the 18th, it persisted that implementing the Major Function Oriented Zone (MFOZ) Strategy. According to the "New environmental law", it stipulates that governments at or above the county level should complete the environmental protection planning, and links up with the major functional zones planning.There are many problems still exist in the current Major Function Oriented Zone.(1)The main purpose of the Major Function Oriented Zone is to achieve coordinated development of regional economy and society, and making the fragile ecological environment and a good place to be protected. But, boundaries cohesion of restricted development zones and the forbidden development zones is undeserved, overlap and mutual penetration, it needs to focus on the protection of ecological function and vulnerable areas, and prohibit its development.(2) It proposed zoning principle only at the national scale, and with making administrative region as a unit to manage, that cannot objectively reflect the size of ecological function areas. And the ecological compensation which is merely for the entire county exists unfair. There are only compensation measures, no follow-up and corresponding assessment of the regulatory mechanism, that causing low efficient on ecological protection. Making administrative region as a unit to manage cannot objectively reflect the functional size, so it ought to further refine restricted development zones in the county Major Function Oriented Zone, getting the important ecological region are strictly protected.There are some necessities on County Major Function Oriented Zone:(1) to break the administrative boundaries, with the demarcation basis of ecosystem types and quality, functional class, and reflect the different on spatial region;(2) to carry out research on the county scale, and analysis comprehensively on different ecological systems and economic development, explore the practicable technical methods of the Major Function Oriented Zone.Dapeng New District is the backyard of Shenzhen, its 73.1% of the area is located within the basic fundamental ecological control lines and distributed contiguously, which are restricted development zones with good ecological environment in Shenzhen. There distributes a large number of tourist resources, such as Dapeng Peninsula National Geological Park, Pengcheng ancient city, the high-quality beach coast in Dapeng New District. And there are towns, scenic spots and tourism and agricultural activities in the restricted zones. How to implement hierarchical control, and put forward prohibitive, binding activity area, ensure that it will not only protect the original habitats with the rich biodiversity, but also meet the needs of the eco-tourism activities and moderate production. It is demand for the further refinement of the Major Function Oriented Zone for promoting boundaries administration to Dapeng New District and all of county-level administrative region included in the restricted development zones in China as well.This paper based on Dapeng New District in Shenzhen as an example, uses analytic hierarchy process(AHP) to bestow weighing for the data spatialization through the establishment of the index system of County Major Function Oriented Zone (MFOZ). And it defines the Major Function Oriented Zone by adopting spatial overlay method, and divides restricted development zones particularly according to the ecological importance.Optimizing development zones are mainly distributed in densely populated area such as Baguang, Xinda, Xiyong, Dapeng, Kuiyong, its takes up 44.9km and 4.8% of the regional area. There could expand the supply of construction land and optimizing the tourism resort projects, according to the needs of the economy.Restricted development zones area 36.24km, accounting for 12.1%of the regional area. Industrialization or urbanization are relatively mild on Such region, coastal ecological environment is fragile, the situation of soil erosion is relatively serious.In the development process, is not suitable for. large-scale development and any construction activity which is detrimental to the ecological environment, and it should formulate the corresponding protection strategies for the beach and mangrove habitats as well.The prohibited development zones is mainly located within the basic ecological control line in Dapeng New District, including the nature reserve, water source protection areas, peninsula national geological park, which occupies 220.79km2, the 73.1% of the regional area.Based on the study of Major Function Oriented Zone (MFOZ) in national and provincial level, this paper develops a set of index system on Major Function Oriented Zone (MFOZ), and the one is in accordance with the actual situation of Dapeng New District, divide restricted development zones in detail. It use overlay analysis methods and highlight the importance and different protection level of ecosystems, provide opinions and suggestions for the county development and protection.
