In order to solve the growing urban traffic problems, Ministry of Constructionissued “Recommendation of improving urban traffic and environment problems inChina”. It demands that the development of urban traffic should meet the nationallydefined sustainable development strategy, support urban social and economicdevelopment, meet the growing traffic demand of residents, also should be conduciveto the improvement of urban environment. Moreover the work requirements of“develop protection industry, implement the work responsibility for energy saving”was proposed in the17th meeting of party. In order to implement the “Office of StateCouncil on the issuance of notice of2008energy conservation work arrangements”,the current focus are to correctly handle the contradictions of transportationdevelopment and energy shortage. The transport sector will implement the bus priority.In the context of countries vigorously promoting the sustainable development of urbantransport, firstly the environmental impact of urban traffic system should be assessed,grasp the extent of urban transportation system′s impact on the environment, promotethe sustainable development of urban transport.In order to meet the requirements of sustainable development of the transportsystem in Jilin Province, the paper firstly comprehensively analyzes the characteristicsof emissions and energy consumption of the various modes of transportation. Also thepaper analyzed the characteristics of various modes, impact factors emissions andenergy consumption. Traffic environmental capacity of Changchun City is studied.The urban traffic environment capacity model was built on the basis of national urbanenvironmental quality standards. According to the data of Changchun City, therelevant parameters were obtained and the discharge of pollutants was calculated. Onthis basis, Urban traffic environment carrying capacity model was proposed, therelevant parameters were obtained and the maximum traffic the traffic environmentcan accommodate was calculated.Finally traffic system is divided into urban transport subsystem and urban trafficenvironment subsystems, urban transport system environment impact assessmentmodel was built on the base of DEA model. Fistly build the evaluation index systemof urban transport system environment impact, then respectively build the C~2Rmodel which evaluates the DEA validity, theC~2GS~2model which evaluates thetechnical effectiveness. Then the evaluation steps was proposed. According to thetransportation system status in Jilin Province, build the evaluation index system, respectively evaluate the coordinated development of various subsystems and theirmutual coordinated development. They can provide data for next energy saving ofJilin Province.
