Liaoning Province is one of the serious water shortage regions in northern China, water Shortage in Liaoning Province has not only caused the water environment deteriorating, but restricted social and economic development and the problem has become the bottleneck of sustainable economic development in the area. How to correctly evaluate and judge the water resources carrying capacity of regional development in Liaoning province and, in turn, formulate the development strategies harmonious with water resources has significance for regulating the relationship between water resources and national economic development of Liaoning province.The main content of this paper is as follows. The first part, in accordance with the regional resources and environmental carrying capacity, the extent of land development, the economic base and the development potential, reference to the relevant research results, divides Liaoning Province into three regions-—optimized regions, emphasizing regions,limitative regions. The second part, based on the characteristics in each functional area of water resources system, combining the system dynamics and fuzzy comprehensive evaluation, assesses the water resources carrying capacity in Liaoning. The third part , provided the backdrop of socio-economic development trends, aiming at existing problems at the present and future, brings forward programs and measures of optimal allocation to use water resources sustainable.Base on the development of functional areas,the water demand and water supply from the year 2006 to 2020 was forecasted,analyze the balance of the water demand and water supply. The result studying is indicated:Water resources carrying capacity in the province is not optimistic under the development trend at present, which has become one of the major factors restricting development in functional areas. Programs and measures of optimal allocation in every functional area are feasible brought forward through the analysis. And the proposes provide reference value to standardize the order of water resources development, format the pattern space of population, economy and water resources developing concertedly, achieve sustainable development in Liaoning, Speed up the comprehensive revitalization of the old industrial base.
