Safety Training About Front-line Workers In The High-speed Railway Enterprises:from The Perspective Of The Crisis Management

To ensure the safe operation is the most important prerequisite to promote the sustainable development of high-speed railway enterprises. At present, China has built the world’s largest high-speed railway network. China’s high-speed railway is developing rapidly along with the high-speed, high-density and heavy-volume. And China’s railway network is gradually improving by the intercity rail mode of high-speed railway, the existing rail and the heavy rail. There is a growing demand of the development and operation of railway safety and crisis management for the new railway network have been expanding, the rapid development of high-speed railway, a large number of new technologies and investment in new equipment. The conclusion of the railway system safety laws, seize the current the railway security features and changes based on the new rail safety education and training requirements for railway safety training.However, the situation of high-speed railway in the safe operation is not optimistic, and the safety awareness of the front-line workers with the rapid development of high-speed railway construction is very disproportionate too. The high-speed railway with China’s existing national safety training, development and implementation of crisis management theory, methods, techniques and systems to ensure the basic conditions for the sustainable development of China’s railway system has become a major strategic. Therefore further education and training should be on the front-line workers in the strengthening of a sense of crisis, the idea of upgrading security and safe working idea of systematic and standardized. A study on safety training of front-line workers in the high-speed railway on the crisis management is very important because the increase of complex on the safety training. China’s railway system must be vigilant, to speed up the study of the various crises, and establish a mechanism to ensure the development of high-quality, high-speed development of new environment.This thesis divided into four parts from the perspective of the crisis management. The first part is the series of problems caused by the rapid development of high-speed railway, the reality of the development of the railway system security need to put forward to study this problem, to description the meaning and practical methods of the research. The second part is to explain the vision theory of the high-speed railway line workers safety training in crisis management. To define the concept of this article, and analyze the meaning about front-line workers in the high-speed railway enterprises from the perspective of the crisis management of the Robert Heath’s4R model. The third part is the survey on the high-speed rail safety training of front-line workers, the results of the questionnaire on the education and training of the existing railway workers’ safety statistics, and combined with the actual production of the safety of China’s high-speed railway safety training system. The fourth part is rational remodeling of the high-speed railway line workers safety training system in the crisis management perspective. The development of high-speed railway line workers should pay attention to the key issues in the security education and training, and follow the principle of rational remodeling of safety education and training of front-line workers in the high-speed railway crisis management perspective. In this paper, on the basis of existing safety education and training, development and practice in line with China’s national conditions, high-speed railway crisis management theory, methods, technology and systems, to further improve the high-speed railway line workers safety education and training system, and thus reshape a crisis management theory vision of a strong operational railway line workers safety training system.
