Abnormal flight is one of the important factors that restrict the safe, fast andsustainable development of civil aviation.The number of abnormal flight increases withthe development of China’s civil aviation industry. Faced with increasingly seriousoperating environment of flights, airlines desire a kind of decision-support system toassist dispatchers in scientifically and rationally dealing with the abnormal fligt, whichcan improve the security and competitiveness of airlines.There are many factors that affect the normality of flights: such as special weatherconditions, flow control of ATC, aircraft failure and so on. Because of the capacityrestriction, human resource restriction and the safety loophole of abnormal flight,dispatchers have few choices in response to a abnormal flight, and even make a baddecission. How can dispatchers choose the best solution in the process ofdecision-making and deal with the problem brought by abnormal flights? All of thisrequires dispatchers have outstanding capacity.Basing on the Theory of Decision-support, the research of dynamic control ofabnormal flights finds a new method to manage abnormal flights, provides theory basisfor dispatchers’ decision-making about abnormal flights, assists operational controllersin making decisions from different aspects and has much theoretical and practical value.Basing on the Theory of Decision and Support, this paper conducts someresearches about dynamic control of abnormal flights. Through reorganizing andsummarizing a large number of data about airlines’ abnormal flight, this paper analysescauses and influence of abnormal flights. By theoretical study and investigating inairlines, this paper establishes evaluation and indicator system about dispatchers’decision-making capacity of abnormal flights, decision-making and cost model aboutabnormal flight, decision-making and evaluation model about abnormal flights. Finallythis paper uses MATLAB to process these data and obtains results. |
