| Recently, the cargo and Passenger throughput, water traffic flow in jurisdictional area of SDMSA rank high in our country. Along with the development of shipping economy, the expansion of port and the increasing of navigational density, the complicating of navigational environment and the potential risk of accident which increases gradually become the main safety threats to water transportation in jurisdictional area of SDMSA.Based on navigational characteristics of jurisdictional area of SDMSA, in order to improve the present Safety evaluation index system, this thesis analyzes the navigational environment of jurisdictional area of SDMSA, collects and analyzes the data of water traffic accidents occurred in jurisdictional area of SDMSA and points out the factors which affects evaluation standards of navigational safety and the proportion of each factor. By adopting fuzzy comprehensive evaluation, research on ships navigational safety is carried out, and a model on traffic safety evaluation system is built and various data are used to test the model.The building of the model offers basis for the construction of a grading system of safety supervision and provides proper advice for ships according to different safety levels. The research offers support to safety supervision and emergency response of Maritime Safety Administration and provides scientific basis for organizing ships traffic properly and offering reasonable safety advice for ships navigation.In the end, combined with current situation of the construction of supervision system in jurisdictional area of SDMSA, this thesis offers advice for navigational safety supervision. |
