In recent years, with the rapid economic development of the Jiangsu coastal district, cargo throughput and the number of ships arriving to Dafeng Port increase significantly. In order to meet the demand for port production operations, the proposed construction of One Anchorage for expansion. Port expansion project changes the original navigation environment and produces the potential security risks to ensure navigation safety and protect the environment, so it needs to make navigation safety evaluation on Dafeng Port Anchorage expansion project.In the study of factors affecting navigation safety, mainly from the engineering conditions, natural environment, ports environment, transportation environment and port management collect data and analyze. Using AHP to filtrate each factor, establish by the meteorology, hydrology, topography, aids to navigation, traffic accidents distribution, obstruction, vessel traffic services, marine salvage and harbor muster, etc. These twelve indicators consist of safety evaluation index system. Then using AHP to build hierarchical structure model, by pairwise comparison, based on visits to experts and the results of the expert survey to build judgment matrix and through calculating the weight and consistency of each test to determine the safety evaluation index weights. On this basis, using fuzzy comprehensive evaluation method to build evaluation index system, identify low risk, normal risk, relatively high risk, high risk, extremely high risk assessment evaluation set evaluation index weight set and determine single factor fuzzy evaluation matrix and finally, make fuzzy comprehensive evaluation.The evaluation results show that there is a relatively high risk of ship navigation in covered waters of the project. According to the evaluation results are given to improve navigation safety recommendations, including making construction of ship management, choosing construction of time, optimizing traffic flow, planning in and out sailing with anchorage etc measures, so that effectively improve navigation safety of covered waters of the project. The research project construction units provide security management reference, also provide the basis for the relevant departments for approval of the project and daily safety supervision and management.
