The Study Of Beautiful Country’s Renewal And Construction Modes Based On The Participation Of Plural Groups

Beautiful country is the development of New Rural Construction under the background of Beautiful China. It emphasis environment mediation and ecology protection for countryside. It is also important country built activities for calling homesick, keeping the environment that people ever grew up which is full of memory, green hills and blue water.There are interest relationships among different groups in the village renewal construction, both interest sharing and interest competition. Traditional up-to-down village renewal model has the method of departing every level, controlling every level, achieving each level. In this method local government is at the powerful position, there is the problem of imbalance of interests in it. Rural planning is one kind of community planning, which also has the basic elements of community planning. Public participation is often used in developed countries as a important part of community planning. While public participation is still in the beginning,villagers are often participated or no participation. In this article, local government, villagers including village autonomy organization, planners, company and rural planning committee are all included in the plural groups. We construct the village renewal model which based on the participation of plural groups. This method have multiple negotiation, diversified forms, and multi cycle, to reach the goal that balance the delegation of authority and the distribution of benefits.This article elaborates plural groups and relationships between then, the participating model of plural groups, participating patterns and process, and introduce three different kinds of groups which leads the beautiful country’s organic renewal,and also adjustment of rights. The groups are local government, company and village autonomy organization. This article take Zhejiang Province Yueqing Xiashantou Village as the example,and introduce the plural groups,participating process, country’s organic renewal planning, to show the effections of this model.
