Study On The Control Management Of Cost In Engineering Construction Project Design Stage

Construction projects with large investment, long construction cycle, which alsodetermines the project each link in the construction period, increase the implementationdifficulty in cost control. But the engineering construction projects in the design phaseof the cost control plays a decisive role in the whole process of construction project.Because the engineering project in the whole construction and use of the process, thedesign phase is time consuming and minimum investment stage, but the greatestinfluence is on the project investment. According to statistics: influences the stage ofdesign for total cost at least75%. But at the present stage in our country for the projectcost control in the design stage, there are still many problems, the overall lack of acomprehensive and scientific, to facilitate the implementation of the project cost controlsystem.In this paper, the design stage the construction project as the research object, basedon the theory of construction project cost management as the foundation, throughanalyzing the management status of cost control in design phase of the project,summarizes the present stage our country in the aspects of the existing problems. In thedesign stage cost control management theory analysis as the basis, comprehensivelyconsider the development in the aspects of our country, puts forward the basicprinciples and general idea of cost control and management of construction project indesign phase, and expounds the concrete task and process management of cost controlin design stage.With the domestic and foreign theoretical research on the methods of cost controlin design stage of engineering construction projects and the actual application, thispaper analyzes three kinds of cost control methods were analyzed, the theory system ofquota design, value engineering analysis and life cycle cost. Select the value engineering analysis of cost control, first by the breakthroughpoint choice analysis to determine the best starting point in the design stage of the valueengineering, and then follow the function definition, finishing, measurement, evaluationprocedures specific research, find the best balance point between the project cost,function and feasibility of the three, and then determine the the best design project. Inthis paper, the application of value engineering analysis method are analyzed projectselection and construction materials design scheme selection two cases, through specificexamples to further validate the value engineering method.The quota design method to study cost control, through the analysis of thetraditional quota design method show that the method not perfect, aiming at theinadequacies of the quota design method, the value engineering skillfully applied todistribution of total value of quota design, taking full account of the project life cyclecost, reasonable to make up for the shortcomings of traditional quota design, quotadesign method and application of improved the specific case analysis, verify therationality and feasibility of the improved method of quota design.Finally, combined with the development needs of management of the cost controlin design stage of engineering construction projects in our country, putting forward topromoting the technology strategy management of the project cost control of designstage, including the technical measures, organizational measures and economicmeasures.The innovation of this paper includes: the analysis method of value engineering,analysis the premise of stakeholders, determine the value objectives, innovative realizesmatching cost functions with resource constraints the project will integrate; valueengineering theory to allocation of total value of quota design, to make up for thetraditional quota design is not considered gross distribution problems of life cycle costof the project.
