Jinan, though hailed as "the City of Springs", is bothered by a serious imbalance between water supply and demand, featuring less than one-seventh of the amount of China’s average in terms of water resources per capita and few links among its water sources. However, the status quo will be changed when Wohushan reservoir being supplemented by water from the Yellow River and the Yangtze River, as a result of several auxiliary programs of the South-to-North Water Diversion Project. The thesis suggests that, Jinan should, upon such accomplishment, develop an integral plan, seeing rivers and reservoirs in its southern part as a whole, making the best of foreign water resources, thus achieving comprehensive eco-environmental improvement and optimized allocation of its water sources. The implementation of this plan would play a key role, in both theoretical and practical senses, in filling the demand-supply gap of water and boosting the efficiency of existing water-related infrastructure, as well as in promoting city image and fostering more sustainable social and economic development.The thesis presents a research on the connecting-the-reservoirs project in the southern part of Jinan, based on sufficient hydrological and water conservancy data, aiming at optimal water resources allocation in its inner city. It also works out a reasonable project scale and sound general arrangements, further providing an analysis on the project’s environmental impact including the issue of soil maintenance. The thesis concludes that the project is not only technically feasible but also economically, socially and ecologically efficient, the implementation of which would optimize the use of local water resources, and facilitates the coordinated development of the society, the economy, resources and the eco-environment.
